Water/Mulch not being pulled in via Chad's Tool

I'll start by saying I'm sure it's not the game/tool, but it's a user error situation I'm dealing with, but I've splined a course OpenStreetMap that I've run through Chad's tool and when I edit the course in TGC 2019 all is fantastic, except water is not recognized (ie, there is no mulch). There is a depression where the water is, so the elevation is being pulled, but am I doing something wrong on the OSM edit?

Label them as a "water hazard" not as "water". OSM only pulls in "golf features". The only exception that I know to this is a line labeled as a stream, and this works only if the entire line/stream fits in the course boundaries.
