Trouble with water creation on PC

I’m on PC using mouse and keyboard. I have an area that I dug out where I want to place water. The controls menu on my screen say the shift key and page up key are used for raising and lowering the water pane before I place it. I tried those keys individually and together and it never brings the water pane up where I can see it. I also tried using the mouse wheel and nothing. How do I get the square water pane raised up where I can see it?

Use page up and page down.

When using the page up key, does it take a while for the water pane to rise up to the point where I can see it? I held it down for a few seconds and never saw it.

Yes, can take a couple seconds. You can test the speed of moving something up and down by trying to place an object, select something and then page up and down. You should see it rise up above the ground and vice versa. Water should rise and fall at the some speed. Speed may vary depending on your PC, not sure though.

You have to use the FN key together with the pgup/pgdn key.

Which tool can I use to create a flat surface? Simply level a surface. Or can I only make changes based on the existing surface?
