You cannot transfer a TGC license from SkyTrak to SkyTrak. Only from SkyTrak to another LM.

You're not understanding I think. Anyone with a SkyTrak license has it on their own SkyTrak. They could not sell you that license to use on your own SkyTrak. It is not an eligible transfer.

If you want to buy a SkyTrak license to use on something else, then sure you can do that and it is me who misunderstood your intentions
