selling a used GCquad- are they restricted?

Hey guys, so I am going to sell the GCquad and I got an offer from the state (I'm from Canada) However, is the gcquad regional restricted? like can it still work apart from Canada?

It is. I remember you had to pay additional $2500 or something to make it enable for other region.

Doesn't work like that anymore. It's at the discretion of the dealers in the region that you want to unlock. I learned that the hard way. I bought one and they changed that while the transaction was taking place.
