Is there a wind penalty guide like hitting out of the rough? And do these stack up for example coming out of heavy rough into a stiff wind?

Wind and rough are two different things. Heavy rough is 1-1.5 clubs so a heavy 1.5 club wind is a heavy penalty.My Courses:

Ok that about adds up I was wondering if they stack up. I had been finding closer to 2 clubs out of heavy rough for me at least. I had a situation hitting 130 yds out to land the green. Coming out of heavy rough with a stiff wind coming at me. I would have typically hit an easy 8I off the fairway so went to a 6I and was 20 yards short. It ended up taking a 5 Hybrid to get there. I will have to start noting different winds so I do not have to re play a shot.
