I have designed a couple of local courses in Kansas City on my PC for my simulator using Lidar. I would really like for people to be able to play them on Xbox and PS4. What I have been told to be able to do this is I need to publish them using steam. Several questions. Can I transfer these courses over to steam? Or do I need to redesign them in steam? How do I go about getting steam? I buy it right? And a shout out to Chad and to him making it possible to design local courses using his Lidar tool

For everyone to play them you need to publish on Steam. Now that the Sim is being synced up in realtime there is no reason not to do that. Except the cost of the steam game version of course, which is minor. Steam is a game delivery platform which you install for free, once inside Steam you buy TGC 2019 and that is the only cost. You can just transfer your courses to TGC2019, no need to redesign them.
