Most games are quite enjoyable at 35-40 FPS. I find TGC needs a little higher FPS's to make it smooth. I suggest setting your display settings to whatever it takes to get 55FPS +. You will also want to watch the video at it's highest setting 720p/60 or 1080p. Internet explorer works just fine with Win 10 @ 720p/60. My win 7 computer is not so good with internet explorer.
My system is 2nd gen i7 with a GTX 980ti. The video is detail level 1 trees at 10000/2000. Most courses I have a solid 60FPS and it looks great.
The reason I posted this, is most people are used to 35FPS being the benchmark for acceptable frame rates. This game however needs a whole lot more FPS. I would turn down your settings until you hit a solid 50-60FPS. The game still looks fine at 1000/500.
