Looking to have the greens a little softer from the fairway but also quicker for putting. Would I just need to increase stimp/speed and decrease firmness? Right now even my wedges are rolling out and I'm having to hit my putts about twice as hard as what is realistic.

You should be correct. There's 2 different settings for greens. One is in the TGC settings file (which is a separate icon on your desktop) and the other is in the game itself. Green firmness should affect how receptive they are for approach shots. Stimp and speed should affect how they roll for putts.
Spin back is pretty minimal in the game regardless of settings. But on very soft greens I can typically pull it back some with a wedge or at the least get it to stop quick. Slightly less so but still a little bit on soft.
As for putting, I believe I have my stimp set on 6 and the speed set to 3 (not sure exactly how they differentiate stimp from speed) and then I set it to moderate speed in the game. I wouldn't want it to be any quicker as it's already about a 2-to-1 ratio (meaning that just barely hitting my screen that's 8 feet away equals about a 16 foot putt in the game).
If you don't have a putting mat that extends from your hitting mat to the screen I would recommend getting one. Really helps with getting more consistent speeds on putts.

I finally found the time to do some research and testing to figure out the various green speed options in the game. I used the Uneekor QED with a custom designed flat putting surface in TGC2019. I putted with a velocity of 4.3 mph which is roughly the speed the ball travels off a stimp meter (depending on which research paper you look at). I then looked at the distance the ball traveled. Due to the limitations of the game (distance only displayed in feet) the values below are only an indication. Following my conclusion:
TGC2019 Designer: The green speed value in the designer tool has no effect on the green speed in play (I tried values 6.0 and 8.0 and saw no difference).
TGC2019 Config File: The value of "Green Speed" in the Config File has no effect on the green speed in play (I tried values 1, 3 and 6 and saw no difference).
The two things that influence the green speed in play are the STIMP setting in the Config File and the green condition setting in the game (very slow, slow, ..., very fast).
Config Setting 6 and in game setting fast gives a green speed of roughly 9.8
Config Setting 6 and in game setting moderate gives a green speed of roughly 8.5
Config Setting 6 and in game setting slow gives a green speed of roughly 7.2
Config Setting 7 and in game setting fast gives a green speed of roughly 11.8
Config Setting 7 and in game setting moderate gives a green speed of roughly 10.2
Config Setting 7 and in game setting slow gives a green speed of roughly 8.5
Config Setting 8 and in game setting fast gives a green speed of roughly 13.5
Config Setting 8 and in game setting moderate gives a green speed of roughly 11.5
Config Setting 8 and in game setting slow gives a green speed of roughly 9.5
There seems to be a linear realtionship between the in game settings.
