Gel insert with CCE mat

I purchased a gel insert and placed it in the cut out from my divot action. I want to adhere the turf on top of the gel insert and tried loctite spray adhesive, it didn't hold to well.. Can anyone recommend something that would adhere turf on the gel so it won't move?

To add: the turf is not the CCE turf - it's another piece of turf I used on the DA
