I am going to upgrade my computer to run 4k. I am wanting to ask a question around the graphics card, does a RTX 4080 in laptop equal the same video power as a RTX 4080 in a desktop? Wanting to understand if these will run the same graphics power if using the same processor. thank you.

The laptop version does not have same processing power.
The wide performance gap between mobile and desktop GeForce 40 is a strong case for reintroducing the "M" suffix to Nvidia's lineup of mobile GeForce RTX GPUs. The current naming convention of the GPUs could certainly be improved to better reflect their performance differences.

Go Horns! is correct, the mobile version does not have the same specs as the desktop version.
You are also likely to experience overheating issues with a laptop running the GPU at high resolution. The fans & channels in a laptop just can't move that much heat out of the laptop. Build a mid case desktop, stick a lot of fans in it.

If you type 4080 desktop vs 4080 mobile, there are several websites that will show you the performance difference. Most of the times it performs two series lower laptop vs desktop. There are exceptions and some companies that make really good laptops but they just cannot cool as well and cannot draw the power a desktop card does. Laptop GPU will draw up to say max 125 watts, a desktop may draw more than 300 watts on the same architecture. This allows for higher clock speeds and essentially more work per second. Now sims don't need 240frames per secon, so we don't need crazy performance but if you want to play any FPS as well, you want the horsepower of a desktop to play at 4K. For me, my projector is limited to 60hz (60fps) outside game mode which I cannot use as it gets rid of corner correction so less needed to get max results. I run desktop 4070ti and am very happy both in sim and playing games.
