Would this work for GC3 / FSX Play / GSPro use? Not looking to run in 4K, just want standard graphics with smooth frame rate.

I would suggest that either would work for GS Pro or FSX2020 you may need to reduce graphics setting from Ultra to high but you should be gtg. I think with FSX Play you are going to find both will run the program but at lower graphics settings. Also, the laptop version (as discussed above) will be below min spec (foresight references the desktop versions of GPUs for min spec). A laptop version of a 3060 is weaker by about 11% - whether that makes a difference depends on graphics settings and any other programs run at the same time.
Between those two, I would take the desktop all day long, but if I were buying right now, I would hold out for another two weeks for the new Super line (4070 Super, 4070Ti Super and 4080 Super) to be released. While they might be over your budget, the release should drive down the cost of other cards.

Last one. Able to run properly? Sorry to ask so many questions but I know nothing about these things. Don’t want to spend a ton but also want to make sure I’m going to be able to run decently on 1080.

IMO either will run in 1080P but I think you are better off with the COSTCO $899 desktop. Bigger Hard Drive, Newer CPU, double the RAM and a newer faster GPU. And yes, $899 is a decent deal IMO.

My brother has the Costco desktop one with 4060. Runs GSPro fine at 1080p, some small slowness but workable. FSX Play on the other hand may be a chore for a 60 series. May want to find a 4060TI version or one with a 4070 if you want any future proofing. Otherwise next year you can spend 600-800 dollars on a new graphics card to get what you wanted today.
