Most sites I’ve ever been involved with don’t give you that option . It has to do with the IP address and the site ability to ban members and block bots
i have know it to be possible to start a new name with an alternate e mail address
and
for a moderator or administrator to cancel one and allow you to start again
but in any case anything on this name would be lost and you would restart newComment
