After a few discussions and looking at things again, it appears that splitting the league in two flights based on handicaps might be the best way to go for now. Here's how it'll work. We will have a Snead Flight and a Palmer Flight.
Snead Flight will be for handicaps 5 and lower. Palmer Flight will be for handicaps 6 and above. New players will be placed in the Snead flight and start at index zero until their handicap can be established, which will happen after they complete their 6th round. After their 6th round, they will be moved to the proper flight if needed.
Players in one flight can still play with players in the other flight to get their rounds in.
