problems getting mounting plate level

I am struggling getting my new vx level. I am using the bubble level they included, but i always seem to be a couple of degrees off. I am wondering what would be some issues if it wasn't completely level. the instructions say perfectly vertical and horizontal. I assume that means perfectly level.
any guidance would be greatly appreciated.

I know this is late, but I could not get the suppled level to work well upside down. It kept giving me conflicting readings. So, I got out my graduated carpenter level and used that. Turns out the plate was over 2 degrees off in two directions. After the change, I did see some differences in reported angles. Not much, but it was there and they made more sense, at least to me.
