It seems that at least once each round on TGC 2019, I'll hit a time when our SkyTrak+ will not register shots - usually the tee shot, though I have seen this also when doing a "rewind" in the middle of a hole.
Trying to change the ball placement or lighting conditions doesn't fix the problem.
However... What appears to have worked in 3 straight rounds is to do the following:
We upgraded from ST to ST+ primarily because our ST hit this problem almost every round, causing us to usually quit in the middle of a round, and unfortunately the TGC "resume round" feature won't restore the scores for the additional players. It's unfortunate that we dropped a lot $$$ to upgrade the hardware, when the problem may have been in the software all along (and still present with ST+)...
I will report this to ST technical support - maybe they can (finally) fix this problem.

- When the ST+ has not registered at least two shots, change the club in TGC to PUTTER
- Using any club, putt the ball - and it should register the shot (at least it did on our ST+)
- When ready to hit the next shot from the new position, hit M key and then select REWIND SHOT
- Change the club in TGC back to your desired club and hit the shot - and it should register the shot
