I know NOTHING about video cards except that mine is likely insufficient. Would like to be able to run a 40" HDTV.

If you are looking to run TGC, those ones might be a little under-powered. You would likely have to turn down the resolution to 720p and maybe turn down detail (which still would look decent on a 40" tv) to get rid of choppiness. I believe JNPG is less demanding of the graphics card so that would probably be fine.
I would look for a used GTX 970. There are some buy it now on ebay for around $165 including shipping. One thing to pay attention to is that gaming graphics cards are physically pretty large. You will want to open your computer case and make sure it will fit before you buy one.
If you don't have enough room, there is a mini GTX 1060 that should be good. It costs closer to $200. Obviously upgrading becomes a slippery slope. If I spend an extra $50 I could get...
If you are going to spend $1k of software for TGC or $250/year for JNPG, I would say you might as well spend $165-200 and get a 970 or 1060. Those seem to be the sweet spot for performance/price.
