GeForce 1070 On 7 Year Old PC Underwhelming

    CPU: i7 930 OC to 3.5Ghz
    Memory: 12gb 1066Mhz
    Mobo: EVGA x58
    HDD: 1.5tb 7200rpm seagate
    OS: Windows 7 64-bit
    PS: 750w

I have to set object detail to 1, tree distance to 700 and max trees to under 5000 just to get 30-45 fps on most courses. My 3dmark scores are also quite low from what I am seeing.

Could my CPU and or memory be bottlenecking this machine this much?

Without even digging deeper..."7 year old PC" !!! At this moment I am wiping the hard drive(s) of my 8 year old computer and putting it out to pasture...

You have probably already answered your own question.... Sorry.

Liekely best bet is to get a new machine. Some of the Graphics cards gurus on this site may advise otherwise...

I'd guess RAM is the culprit from the top of my head. Especially with that Proc+Mobo combo. I'd maybe run some utilities to check that ram but realistically it's probably cheaper (definitely easier) to replace it all. New Mobo+Ram+Proc and an SSD for good measure maybe two small ones (240gb or so) One for Windows and one for sim software.

Today is a good day to fix that problem . Time for some DDR4 and a Skylake baby.

I am running a machine that is pretty close to yours kinitex. I have 2nd gen i7 2600k at 3.4GHz, 16GB ram ( running at 1600MHz or 2100..... can't remember) GTX 980ti, SSD (1070 and 980ti are similar). That 1070 should be performing better than that. At those settings, most courses should be giving you a solid 60FPS. There are some courses that are extremely tough on graphics.... like Pinehurst #2. The biggest difference between our machines is the ram. Back then, slow ram was a big difference in gaming. I won't be upgrading mine until a part fails or if TGC2 demands a better machine.
