I obviously wouldn't use it during TGC play, but i'm wondering if there's anything out there to simulate hitting tough chip shots around the greens for practicing only. I've seen 'rough' panels but really they aren't any more difficult to hit out of than a regular mat. Need something that makes it really tough.

I bought this last fall just to play around with and use on top of my Rawhide mat when I was chipping or hitting from the rough:
I was really trying to find a solution for short chips and such, because my Rawhide mat is just way to hard for that and is like hitting off the tightest lies you can imagine in that situation. The fairways and rough around greens always have more flex, play, and forgiveness. (except for last weekend when I was playing on the still frozen Colorado tundra)
This item above did the trick for adding a little more give, but the "rough" part was more just like teeing it up for me. I could get it to work with my SkyTrak (as long as I had it on the same level), but at the end of the day it just kinda became a nuisance to use in game; beyond the fact that the game already reduces the shot power by X% (14% I think in rough?) so there was no sense in trying to punish myself twice!
Now it just sits at the end of my Rawhide mat and acts like a "downramp" for my ball when I'm putting to the flat putting green hole I have as a target. I do still on occasion use it when I'm just chipping for practice without the Launch Monitor.
Otherwise, I've laser focused on hitting good chips off of hard, tight lies!

I find the deep rough DivotAction strip is fairly realistic....IF you use it against the grain of the fibers. It will definitely challenge your toe or hosel.
Flip it around with the grain, and it’s not a bad sand analogue, at least fluffy sand. Gently place the ball on top of the turf and it simulates a really fluffy green side rough well too.

Interesting on the 'sand simulation', what I wonder is how the various launch monitors are able to read a shot from that 'sand analogue' you describe? I see you have Uneekor QED, have you, or anyone else up here, tried something similar on: 1.) ProTee, or 2.) Mevo+?
I'm hoping to simulate as much penalty as possible (to better approximate IRL) for rough (so both light/heavy and around greens as well as next to fairways), and for sand shots (both short and long sand shots) - I want to be able to practice ALL of these from various distances so that when I transfer to real golf every spring I'm not in shock from hitting off a PERFECT LIE of a mat in the simulator for every single shot!!!
Leads me to another question, you have to find a way to fit all these different types of mats (rough/sand/tight lie/tee available) into a certain area (hitting area that can be read by your corresponding launch monitor - since I've heard up here Uneekor gives you a good 18" to 24" to do that in, I wonder how the Mevo+ may fit in this regard - is there some play beyond the 6" - 8" I seem to see up here, or will I have to deal with 'switchable mats' (probably of the DROP IN variety) to do this with a Mevo+?
