It is possible that the reads for sim is different, but I can't see why it would be (other than putting). Skytrak range works well across its acceptable range of ball speeds and trajectory.
Here is why putting is different:
Skytrak "freezes" the ball with two strobes (on for each imager). There is also a third strobe, about 10 ms after the first. I believe the purpose of the third strobe is to prevent "phantom" shots. If the unit sees a ball in the third image, it assumes that it was not a real shot. The problem is that for putts, the ball is NOT yet out of view. That is why a special putting mode is required when in sim play. I think it ignores/cancels the third phantom shot checking strobe. I don't know any of this for a fact, just speculating. But I can see no other purpose for the third strobe. (putting also doesn't read spin, but that is a different topic)
It is possible that the sim software does something similar for short chips to increase read rate for very short shots, again perhaps telling the unit to ignore the third strobe when it expects a short shot that won't get out of view. And with this phantom shot error checking procedure removed, phantom shots would go up. All speculation, but could be the way it is done. But why is this an issue for you, but not for most others? What is different. And since it did occur frequently with the first TGC, but then was fixed, why is it still occurring in TGC2019? Mystery.
Also, I am wondering if the Skytrak specific TGC2019 settings have any impact. None of the other sims have the non-boost options, so must relate to Skytrak's short shot issues. Here is mine:
